The theory was to "integrate them back into society." I remember, because I was in college and I had started volunteering at homeless shelter in Boston.<br /><br />These released mental health patients had no social support or means to earn a living and they ended up on the street as homeless people. Your friend Arnold is part of this legacy.<br /><br />I think there are definitely those homeless people who struggle with substance abuse but lately there is an insurgence of homeless families with lots of kids now homeless.
